The nicotine pouch category continues to experience rapid growth in the United States, and Philip Morris International (PMI) is making one of its largest investments yet to meet increasing demand. This week, the company officially ramped up production at its new ZYN manufacturing campus in Aurora, Colorado—a project expected to total $1.2 billion by 2028.
The facility marks PMI's first greenfield manufacturing campus in the United States and underscores the company's long-term commitment to the modern oral nicotine category.
Located on a 148-acre site between Denver International Airport and Interstate 70, the approximately 780,000-square-foot campus is PMI's second-largest manufacturing facility in the United States and its largest dedicated exclusively to ZYN nicotine pouches.
Originally announced in 2024 as a $600 million project, the investment has since doubled as PMI continues expanding production capacity, infrastructure, and manufacturing equipment to keep pace with growing consumer demand.
The company began producing its first products at the facility in September 2025, with additional expansion planned through 2028.
Demand for smoke-free nicotine products has accelerated in recent years, particularly within the nicotine pouch category. As more adult nicotine consumers seek tobacco leaf-free alternatives, manufacturers have invested heavily in expanding domestic production and strengthening supply chains.
The expansion also follows another significant milestone for ZYN. In June 2026, the U.S. Food and Drug Administration (FDA) granted Modified Risk Tobacco Product (MRTP) orders for 20 ZYN nicotine pouch products, allowing them to be marketed with the claim that using ZYN instead of cigarettes lowers the risk of several serious smoking-related diseases, including lung cancer, heart disease, stroke, emphysema, chronic bronchitis, and mouth cancer. The authorization marked the first time nicotine pouches received modified risk authorization in the United States and further reinforced the growing role of science-backed smoke-free alternatives.
While PMI has not disclosed the annual production capacity of the Aurora campus, company executives have indicated the facility is intended to serve as a blueprint for future U.S. manufacturing expansion.
The investment also reduces reliance on overseas production while improving the company's ability to supply retailers across the country.
Beyond manufacturing capacity, the project represents a significant economic investment in Colorado.
PMI has already hired more than 170 employees at the Aurora campus, with plans to grow the workforce to approximately 500 employees. According to the company, those positions will pay an average annual salary of approximately $90,000.
PMI also estimates the facility will generate roughly $550 million in annual economic impact through employment, operations, suppliers, and local spending.
Colorado leaders have welcomed the investment, citing new manufacturing jobs, increased tax revenue, and broader economic development opportunities for the region.
During interviews surrounding the facility's expansion, PMI U.S. CEO Stacey Kennedy emphasized the company's commitment to science, innovation, and regulated smoke-free products, noting that Colorado has supported investment in advanced manufacturing and product development.
The comments reflect PMI's broader global strategy of transitioning toward smoke-free alternatives while continuing to invest heavily in next-generation nicotine products.
Despite the economic benefits, the project has also generated criticism from some public health advocates who remain concerned about youth nicotine use and the continued growth of the nicotine pouch category.
Manufacturers, however, maintain that products like nicotine pouches are intended exclusively for adults who already use nicotine and should be marketed responsibly within a regulated framework designed to prevent youth access.
As the category continues to expand, discussions surrounding regulation, product standards, and youth prevention are expected to remain central to the industry's future.
PMI's expanded investment demonstrates continued confidence in the long-term growth of nicotine pouches in the U.S. market. Increased domestic manufacturing capacity should improve product availability, strengthen supply chains, and support retailers as consumer demand continues to rise.
